I definitely agree that some of us lack the courage to say no.  In my experience, the way we say no is also important:

When we say no (when it is justified to do so), we should do it assertively.   To show that we are assertive, the best is not to show too much emotion (or still better not at all) while saying no.  This is because, at times, when we say no emotionally the emotions can be used against us.  However, when we say no calmly and assertively, we are showing how determined we are in what follows.

This takes practice for some of us.
